Draco -- No; he's been licking it off. He does this every winter, so it's probably dry skin. Funny, though... this year, it's his belly and hind legs; last year, it was the base of his spine, just in front of the tail. .
That reminds me of one of the funniest (IMO) moments from The Simpsons... which is funnier still, 'cause someone at Eschaton was talking about this episode earlier.
Santa's Little Helper was injured, wearing the funnel, and was on a wheeled cart... he was rolling through the living room, and Grandpa Simpson says, "The lamp's getting away!" I nearly shat myself laughing at that. .
... or, uh... maybe not. I love my bald, gay cat, though.
